Tipton to cut costs by reworking Public Works addition plan

Tipton City Council approved building plans but rejected both bids as too high. The lowest bid from Custom Builders exceeded the $250 000 estimate by more than $100 000. Plans will be revised and rebid with a new public hearing. the addition will omit the connection to the existing building and add an eight foot walkway.

Dubuque County inmate captured after escape

Jeffrey Hess, 25, fled the Dubuque County jail from a kitchen work area around 11 30 a m Tuesday, then was captured the next day in Dubuque. Hess faces a new escape charge and was returned to the jail after being seized without incident. He had been serving 180 days for domestic assault and probation violation.
