Pay scandal aide dumps state files in dumpster

Iowa officials opened criminal and administrative investigations after Laurie Rieck, secretary for Jane Barto, threw old records into a Dumpster outside the Iowa Workforce Development building. The incident followed resignations of Barto and agency head Richard Running amid a probe into salaries at the Central Iowa Employment and Training Consortium totaling more than 1.8 million dollars. State Auditor Vaudt found improper monitoring of federal funds.
