Agreement reached on tobacco settlement funds use
The plan aims to raise a lump sum from the state share of the national tobacco settlement by selling to a financial buyer at about 50 cents on the dollar. Proceeds would finance a $55 million to $60 million annual revenue stream for 25 years to fund health care and expand coverage for working families children. The Hawks program will receive $20.7 million to boost provider payments and $200,000 to raise eligibility for children in working families up to 200 percent of poverty. Vilsack noted the move emphasizes health care and bipartisanship as key officials forecast ongoing budget negotiations.
