North Korea’s threats hint at internal power struggle

The North Korean army warned of nuclear war while Defense Secretary Hagel noted Pyongyang already has weapons and delivery systems. Analysts see saber rattling as Elite maneuvering, not an imminent U.S. attack, amid Kim Jong Un’s leadership reshuffle and pressure to keep military loyalty.

Johnson County ethics reprimand reversed for former auditor Slockett

Administrative Law Judge Jeffrey Farrell overturned the Iowa Ethics and Campaign Disclosure Board’s 2011 letter of reprimand to former Johnson County Auditor Tom Slockett for using a personal cell phone for campaign calls from the office. The ruling found the board misapplied law by labeling Slockett a governing body and noted actions caused office dissension though not a political misuse of public funds. The ACLU praised the decision as protecting political speech activity with public resources not involved.
