Mediation helps victims and offenders face past harms
The Linn County program pairs victims and offenders for mediation to address needs and questions left by the justice system. Leah Wara's 1989 murder is cited as a case where closure is possible, while most participants have involved juvenile offenders and property crime victims. Forgiveness emerges as a personal, not universal, outcome as mediations proceed.
