Arnall Attacks Rail Group Controls in Freight Rate Fight
Governor Ellis Arnall of Georgia testifies before the Senate Interstate Commerce Committee against the Bulwinkle bill to exempt railways from anti trust laws. He argues the Association of American Railroads dominates freight pricing and urges use of the judicial process to seek tariff readjustment. He cites a 39 percent South differential and says there is a permissive field for carrier collaboration. Clark Foreman supports his stance.

Railroads and economic pressure in Southern welfare debate
A Senate discussion highlights claims that the Southern Conference for Human Welfare operates under economic coercion. Reed notes 64 witnesses from the South supported Bulwinkle's bill while Arnall counters that shipper groups dare not oppose the Association of American Railroads, accusing it of duress and threats and of boycotts against noncompliant railways.
