An enlisted navy man is under arrest at the Washington navy yard over an alleged plot to blow up the presidential yacht Mayflower. Secret service and police investigate a bribe for a bomb package and a rendezvous at a park failed to deliver the package.
Cheyenne February reports indicate the senate plans to restore about 100000 to the state budget bill cutting 400000 from the original total. House amendments would be offset by restoring funds for the state historian contingent and university dormitory extension work. Governor Carey vetoes Enrolled Act 32 a misdemeanor trial bill citing drafting flaws. Senator Martwell introduces substitute Senate File 150 to address objections.
Big Piney Wye February 16 thawing weather ends four month snow siege. The season’s snowfall was the heaviest and longest in recollection, with drifted canyons full to rims and some areas buried under ten feet of snow. Livestock feeding has become necessary since October as the thaw reduces widespread accumulations.
New York report states Edward Candlle, a motorman for Long Island local railroad, collided with a train last night. The incident led to his detention by authorities. In Thermopolis Wyoming, a raid shut down a still tied to Red Canyon ranch, arresting George Ala and John Palm for federal grand jury submission.

Isaac McMillan insurance solicitor and Ada Webster 16 of Wheatland Wyoming are hospitalized in Cheyenne with bullet wounds from a Wheatland shooting on the main street. McMillan claims his revolver discharged accidentally during a struggle with Miss Webster, though cartridges were found in his pocket and no gun recovered. A youth connected to McMillan’s bootlegging case was detained for questioning.
W F Pussyfoot Johnson, noted temperance worker, assailed Landis critics in Champaign Illinois. He argued judges delay sentences for embezzlement youths while bootleggers on suspended sentences escape accountability with third suspensions.
Congressman Frank W. Mondell criticizes Wyoming lawmakers for not sharing oil and coal rents and royalties with counties. He recalls a long fight in Congress to secure funds for states and communities, arguing for substantial county shares while warning about the burden on Natrona County for roads law enforcement and maintenance.

The United States Atlantic and Pacific fleets arrived in Panama City after joint maneuvers off the west coast of South America. The final exercise featured destroyers under a smoke screen and practice formations. The fleets will stay a week for athletic contests among crews.
Salt Lake City Utah February 15 Lee Ipsom 15 was shot and killed by his brother Samuel 13 while preparing a bandit scene seen at a motion picture. The shooting occurred at the family home in Willard ten miles north of Salt Lake City.
TOKIO February 15 The Japanese cabinet planned to resume talks with the United States on the Vladivostok incident and the shooting of Lieutenant W U Langdon United States Navy, following a court martial involving the sentry. The Langdon affair was studied by the cabinet at length.
The Tribune offers to deliver missed papers by 6 30 p m and asks readers to call if they do not receive their copy. The notice urges prompt contact for missed deliveries and notes no anxiety for wet paper delivery.
Chamber of Commerce directors host a Henning hotel dinner at 6:16 pm for visiting guests to discuss future chamber activities before the annual meeting at the courthouse. Casper band performs in the Henning lobby from 7:30 to 8 pm then plays two numbers at the courthouse to open the meeting.
Burnell Lawson of Little Rock Arkansas will seek an insanity defense at his February 24 district court trial in Omaha Nebraska for the fatal shooting of his wife. Lawson has pleaded not guilty.
Denver Feb 15 Gov. J. 8. Shoup announced W A Spangler has resigned as adjutant general of the Colorado National Guard. In a few days Colonel Patrick J Hamrock, head of the Colorado Rangers, will be named to succeed Spangler and will remain ex officio head of the Rangers. Spangler has led the adjutant general post since April 1 1919.
Secretary Daniels calls for federal ownership of all high power radio stations in a letter to Senator Page. He argues monopoly of the air should not be given to private interests and warns of interlocking directorates between cable and radio interests. He says amateur creations should be under government control.
Impeachment proceedings against Judge Kenesaw Mountain Landis faced a delay as the House debated sending the facts to the judiciary committee. Representative Walty of Ohio urged impeachment for Landis while serving as baseball supreme arbitrator, with a committee hearing likely within a week featuring Walty and other witnesses.
