Washington December 6 President Harding reports the republic is at peace with all nations and free from any war threats. He emphasizes growing assurances of enduring peace and gratitude for the privilege of addressing Congress.
President Harding delivered his first annual message in the House chamber outlining a world restoration program to be undertaken by nations most concerned. He urged early enactment of permanent tariff and debt refunding bills, proposed tax reform, and constitutional action to end nontaxable bonds. He spoke of merchant marine expansion, rural relief, transportation policy, and federal aid for land reclamation, with Russia relief aid in scope. (Continued on Page &)

The Casper Lodge No. 1556 Elks held annual memorial services in the I O O F building with sacred music and an oration by Rev. Philip K. Edwarda of St. Mark's Episcopal Church. Music was led by Prof. Rudolph W Lunberg with Mrs. George Smith assisting. Verna Burnett on violin. The program featured solo, duets, and quartets. Edwarda spoke on charity, brotherly love, and fidelity as guiding principles in life, business, home, and government.
Casper Wyoming council tabled action on confining city expenditures to the budget system after debate over overdraw rules and future administrations. Officials noted improved water department revenue and police earnings, while defense of budget controls was urged to avoid hampering upcoming city leadership.
The first day of the packing house strike in Chicago passed without major disruption. Leaders from the SP cens reees and Butcher Workmen's union reported over 19,000 workers in Chicago's big five plants walked out, with 29,000 more in surrounding centers.
In Chicago less than 1100 workers failed to report as two job openings per vacancy appeared. In St Paul and Kansas City union leaders pressed for action while plant leaders argued the wage cut was not part of the strike. Officials weighed guards to prevent disorder as walkouts continued and union warnings urged workers to stay away from company property.
Mayor-elect W A Blackmore and councilmen-elect John O Jones and Jack Pettingill attended the meeting last night. Only John Hancock was absent among the new councilmen. The incoming city managers will study city affairs during the remaining Pelton administration to ensure a smooth transition.
The Canadian government merchant vessel Canadian Rover ran aground at Duncan Bay ten miles north of Cape Mudge. The American coast guard cutter Snohomish is standing by. The Hover is en route to Queenstown.
