Iowa House OKs 1% K-12 growth bill SF2315
The House passed SF2315 to set FY03 allowable K-12 growth at 1 percent, approving a 91 to 3 vote. It authorizes a $1.784 billion general fund appropriation for state aid to districts, about $59 million above FY02 after a 4.3 percent cut, and funds that growth with potential property tax hikes.
Iowa K-12 funding and growth factors in the state aid formula
The governor resubmitted the FY 03 budget delaying the FY 04 allowable growth rate decision to April 3 by Iowa law. State aid remains the main K 12 funding source, about 36 percent of the general fund. District budgets depend on student counts times district cost per pupil, with growth set by allowable growth and enrollment changes. The school aid formula blends state aid and property taxes.
