The City Council will weigh a plan to create a historic preservation manager role with a cap of 65000. The position was frozen last fall due to state budget strains after six candidates were on a short list. Officials say the chosen candidate has been waiting in the wings.
City crews will stake boundaries to ensure the camp stays within the area and require permits for banners. The camp must report program details beyond current requirements and follow a city staff timetable for improvements and a permanent facility. Noncompliance could trigger council review of its license agreement.
City officials review four bids from under thirty five thousand to over fifty eight thousand for the Camino Capistrano Master Corridor Recreation Plan. Aiming for City Council recommendation by November 18, the plan covers three corridor sections from the tennis courts by the library to Oso Road. The effort seeks public input on improvements to provide park and recreation areas and link to Downtown Blue Ribbon.
San Juan Elementary School posted a 67 point jump as Capistrano Unified saw 37 of 43 schools meet growth targets. Deputy superintendent Austin Buffum praised the district, noting most schools reached state goals and 24 hit the 800 benchmark district wide.
Capistrano Valley News reports city staff completed a six month review of the weekly downtown Farmer's Market. The report, authored by Douglas Dumhart, recommends City Council vote to continue the market which averages 22 vendors selling produce, flowers and food. Residents praised the event for community value and parking. concerns included parking, traffic and complaints.
Cultural Heritage Commission urged City Council to move RV storage out of Los Rios and draft a detailed park plan. They approved a $1.2 million 61 space parking lot concept with modifications, while considering relocation to Lower Rosan or another site. The storage would shift north to free space for the park. Revenue from RV storage is about $176,000 annually.
