San Juan Capistrano tax group targets water rate reform
A San Juan Capistrano taxpayers association has sent a notice of intent to seek an Orange County Superior Court writ of mandate to end the tiered water rate structure. It claims Prop 218 violations and argues rates lack cost of service. The group cites bond-funded groundwater projects and seeks lower rates and base-cost pricing.
