Washington correspondent in St Louis reports Lee in Richmond consulting with Jefferson Davis and War Department on Confederate spring campaigns. Plans discussed include a three-pronged attack through Kentucky and Ohio with 100000 veterans, or alternative strategy splitting Johnston and Longstreet to outflank Grant and threaten Tennessee and Kentucky.
