Port Moresby report says election by 1964 of a 65 member Papua New Guinea House of Representatives with a native majority was proposed. The Legis lative Council select committee, dominated by whites, was set to advise on political development of the territory.
A United Nations Trusteeship Council Mission recommends a 100 member parliament with a president and 44 elected members, plus ten guaranteed European seats. The interim committee, chaired by Dr. John Gunther, includes four Europeans and three natives. The plan aims to ease self-government while maintaining Australian aid, with debate pushed to the next sitting. New Guineans attend ACT Advisory Council to seek involvement in self-government.
The Department of Works reports almost £20 million in projects in Canberra over three years, mainly for the National Capital Development Commission. The largest contract was £3,250,000 for the Government Printing Office for the Treasury. The review highlights focus on basic development, roads, housing and schools, with maintenance rising alongside new government houses and flats.

Reports from MENA say the deposed Yemeni Imam Mohammad escaped the palace ruins last month by swapping uniforms with a guard. Rebels claim the palace was shelled and the monarchy toppled, but sources say the Imam may be alive with a leg wound and shelter provided by a tribal chief.
Professor H W Arndt urged a national view of Canberra housing policy noting 4149 people on the Canberra waiting list. He said rising costs prevent higher NCDC housing output and that Canberra housing must be part of Australia wide policy. Desperation grows as 700 homes per year remain insufficient.
