United Nations spokesman George Ivan Smith said witnesses report Congolese troops killed airmen outside Kindu Prison. Bodies of Italians reportedly dismembered and dumped in a river. UN prepares proposals including investigation and punishment, while reinforcements arrive.
The Australian Labour Party will not raise nationalisation in the next Parliament. Leader Calwell assured no plans to nationalise banks or medicine. He pledges full employment within 12 months and a February supplementary budget to cover a £100 million deficit if needed.
Mr Calwell delivers an ADPos style policy speech at the Royale Ballroom, Melbourne Exhibition Building. He promises annual costs of £1504 million to £160 million with immediate rises in child endowment, pensions, maternity payments, health cover, and housing interest relief. The ALP pledges tax concessions for Northern Australia, reduced sales tax, payroll tax remittance, and oppose nationalisation. He argues against the Menzies Government and predicts unemployment rising to 150,000 if no change. The plan includes social services up to higher pensions, increased maternity and funeral benefits, larger housing grants, and a new Ministry of Education and Science with state grants for classroom needs. About 2 000 cheer Calwell supporters attended a campaign night in Kew City Hall as Prime Minister Menzies opened government party activities. Outside, students carried placards End White Australian Stop Racist Deportations and Student Action, while inside police kept placards outside.

It calls for lower housing loan rates, education investment, migration social benefits after 10 years, import controls, Northern Australia development minister, expanded trade push, tax concessions, SEATO non military role, Malaya troop withdrawal and anti Communism.
United Press International reports talks probably in Paris between December 13 and 15 during the NATO ministerial meeting. Secretary of State Dulles, French Ambassador Alphand, and Viscount Hood discussed the Western Big Four with focus on Southeast Asia and Congo. President Kennedy and Mr. Rusk consider Maxwell Taylor recommendations to strengthen South Vietnam against guerrilla attacks.
