Robert McNamara told Congressional committees that the United States could survive a Soviet nuclear strike with enough power to destroy the Soviet Union as a civilized 20th century nation. He also said neither superpower had 100 megaton bombs, but the U S could develop weapons with higher yields if needed.
U S defense chief McNamara testified that Washington would have invaded Cuba with 200000 troops if the Soviet Union had not removed missiles from the Caribbean. He recalled the crisis and said Krushchev withdrew those weapons to avoid a nuclear launch.
The Reserve Bank of Australia announced a general reduction in overdraft rates by 4 percent per year. The cut, praised by Governor H. C. Coombs, also applies to interest on new fixed deposits.
In Canberra, Mr. R. Pelham Thorman of the Associated Chambers of Commerce of Australia backed a broad 0.5 percentage point reduction in the maximum overdraft rate from 7 to 6 percent. A group of four Japanese students arrived in Sydney under the Rotary Youth Exchange Scholarship to attend State High Schools as guests of the Sydney Rotary Club. The students are Daisuke Takagi Keiko Watanabe Kikuko Okada and Ryutaro Magoshi. Three more students arrive next month and three Australian students will travel to Japan. This marks the second exchange under the Rotary system.
U S. Navy and Marine jets fired on the motor vessel Floridian off Cuba as it was escorted to Miami. The attack followed a Cuban and Soviet protest wave amid growing tensions over Cuba withdrawals and potential retaliation.
Sir Garfield Barwick announced Wing Commander K G Brinsley as Air Attache at the Australian Embassy in Saigon. Brinsley will assume the post at the end of April. Also announced was Mr A P Renouf as Minister at the Australian Embassy in Washington.
The first regular 10 000 ton Aus tralian National Line vessel Talinga left Weipa for Bell Bay Tasmania with 9 300 tons of bauxite. A 12 000 ton shipment to Japan is planned for May under Comalco contracts. dredging and a 27 ft deep access channel now enable 30 ft ships to reach Weipa port for ongoing deliveries.

Akwiwu says the stand reflects a negro State stance as Britain delays returning the chief to Nigeria to face charges. Britain seeks assurance the death penalty won’t be used. Nigeria withholds it.

American scientists race to beat the Russians with a Saturn booster test. In 121 seconds of powered flight the 470-ton rocket climbed to 77 miles before falling into the Atlantic southeast of Cape Canaveral. One engine was shut down to simulate failure and the craft still flew normally. Within six months a major propellant breakthrough could allow a 33,000 lb satellite to orbit, doubling Soviet payloads.
In Queensland floodwaters a middle aged man Edmund Kilroy 68 a Penlan Downs owner, a boy Sydney Cuddy 45 a shearer and Colin Nichols 16 stationhand built a crude grave in the mud to survive. They were rescued by helicopter from a 45 ft island in a mile wide flood. Kilroy was admitted to hospital in satisfactory condition suffering from exposure.
In a retreat ordeal two swimmers crossed a stream while a young lad rode a horse. The group endured a terrifying night, digging a mud hole and covering it with grass for warmth. A helicopter finally rescued them as the island shrank to a few yards. Cuddy and Nichols vowed not to let Kilroy drown.
