India’s Prime Minister Nehru rejected the basis of Beijing’s cease fire and withdrawal plan in the Sino Indian dispute in a letter to Chow En Lai. He insisted on restoring positions held before September 8 while reports said Chinese troops were withdrawing from two frontier sections.
A Rawalpindi Rawalpindi communique says India and Pakistan will renew efforts to resolve Kashmir and related matters with talks to begin between Nehru and Ayub Khan. Reports from Tezpur claim Indian forces remain in touch with Chinese troops, with limited activity on the frontier. Western powers and Australia pledge aid and monitor the Sino Indian border situation as Harriman briefs President Kennedy.
Canberra and Queanbeyan faced a short term water shortage as a heat wave pushed temperatures near 90 to 93 degrees. A Department of Interior spokesman urged conserve use while repairs to water mains continued and showers were forecast with cooler weather and isolated storms to relieve the drought.
