President Kennedy warned that without a workable ban 10 to 15 nations could be nuclear powers by 1970. He called January 1 a "reasonable target" to end tests but said more than Soviet promises are needed to ensure observance.
Western officials described Kennedy's plan for a Geneva meeting as premature while British and American delegates clashed with the Soviet at the conference. Kuznetsov defended the latest draft as old Western proposals while Godber labeled his remarks an insult. Britain and the US proposed a partial treaty on all tests except underground ones with dates debated as Mexico floated a cut off aligned with a future pact.
Four year old Jennifer Learmont of Westmead remains in Sydney Hospital after a knee in the moving footway trapped her at the Domain parking station. Attendants stopped the machine upon hearing her scream and doctors performed an emergency operation on her injured leg. She was with her mother and two brothers when she slipped and was caught.

Mr Fraser accused Goodwins Ltd of overstating profits and advertising a 30 percent discount with five year payment terms. A £240 TV would end up costing about £450 under the scheme, with annual maintenance and insurance charges and 10 percent interest. The cheapest total would be £310, far above the list price.

New York lawyer James Donovan will travel to Havana to seek release of more than 1100 anti Castro prisoners captured in last year’s abortive invasion. Donovan previously helped secure Gary Powers release, saying the United States owed a deep moral obligation to the prisoners and that both governments sanction the mission.
Western Australia Governor Lieutenant General Sir Charles Gairdner will become Tasmania's next governor after Queen approved the appointment. Premier Reece said the Secretary of State for Commonwealth Relations advised the decision. Gairdner will succeed Lord Rowallan whose term ends April 20.
Prime Minister Menzies and key ministers prepare for trade talks in London and the UN General Assembly in New York. Senator Spooner acts as prime minister in Menzies absence while cabinet conducts recess. Opposition members have already traveled to London to study the Common Market situation.
A stalled car on Commonwealth Bridge last night caused two traffic accidents. Five cars were involved. two were slightly damaged, none injured. Robert Whiting from Strathmore Kelso NSW continued and hit the front vehicle, triggering a chain collision with Nick Michaelopoulos of Stoke Street Griffith. Alfred Bachler of Blackall Avenue Queanbeyan had his car towed for repairs. Two more vehicles 200 yards back were also damaged.
At Hotel Australia King Bhumibol defended Thailand as a free nation praising religious liberty and personal freedom. He said no racial or class barriers exist and all may worship freely while noting Thailand’s long struggle for independence and a diplomacy oriented to friendly foreign ties. Queen Sirikit appeared in a silver embroidered gown with prominent jewelry.
Temperatures remained above normal for the sixth straight day with a high of 56.9 degrees and a low of 49 degrees. Gusty westerly winds reached 36 miles per hour during the day.
A strong smoke smell from the ventilation system caused a minor panic among workers at East Block offices. A fire in rubbish in the basement boiler room of the P.M.G. building was reported to the Fire Brigade and extinguished with extinguishers and water. No damage occurred.
