At the 17 nation disarmament conference the Soviet First Deputy Foreign Minister Asily Kuznetsov proposed that the three nuclear powers end atomic weapons testing early in November. He rejected Western calls for a complete or partial test ban.
Kuznetsov states support for a cut off date for all nuclear testing early in November and notes the matter will be raised formally later. He rejects a ban that allows underground explosions, arguing it would raise the nuclear temperature. A British spokesman says the remarks are not a final rejection of a partial treaty.
The 1962-63 Budget passed after an Opposition censure motion was defeated 58 to 56. Speaker Sir John McLeay backed the Government for the first time since 1949 as three Opposition members were absent and pairs supported key MPs. The budget signals a £78.3 million peacetime deficit with no new tax or social service cuts.
In Beirut SHTURA Wednesday Arab League Secretary-General Abdel Khalik Hassouna failed to persuade Egypt to rejoin the League Council. Syria had accused Cairo of meddling in Syrian affairs prompting Egypt’s delegation to walk out of the 13 nation council session. The chief delegates are set to reconvene today despite the walkout.
A House report on Canberra’s growth says private building surpassed government spending for the first time in 1956-57 and the city expands into Yarrahmulla Creek Valley. It calls for a more intensive center plan, quicker serviced land release, and stronger private enterprise while stressing tourism, cultural facilities, and regional ties as essential for a vibrant national capital.

A group of about 50 Thai onlookers cheered as King Bhumibol and Queen Sirikit greeted fans before boarding an Electra aircraft for Sydney. The king, in naval admiral attire, inspected guards at Wagga and shook hands with officers before departing Canberra to continue their Australia tour.
U S Secretary of State Dean Rusk testified before the House Appropriations Subcommittee that the United States pressured Australia to back the Indonesian Dutch settlement. He said Australia agreed with the broad Bunker Plan lines, noting Australia’s earlier concerns about potential events in West New Guinea.
