United States naval forces moved into a sharpened state of readiness amid the Berlin crisis as Tokyo reports warn of a possible Communist probing action threatening a two front conflict. President Kennedy stated the U.S. would not permit hostile nations to dominate space.
Secretary of State Rusk, returning to Washington, blamed the East German Communist regime for the Berlin crisis. He cited pressures on Krushchev and said Western powers would defend West Berlin while seeking peaceful resolution. The New York Times noted possible Communist actions in Vietnam Formosa and Korea in that order.
President Kennedy signaled uncertainty about a Soviet withdrawal from Berlin amid questions from reporters. The White House indicated No firm proposals were presented by Khrushchev for Berlin or German reunification, while Kennedy stressed continued pace toward peaceful space cooperation and nuclear test limits.
In a follow up to austerity, the government imposed a wage freeze for 600000 civil servants and 34000 government industrial workers. Pay offers will be stored until conditions allow pay increases, signaling a six month critical period for British competitiveness and the pound.
