Lodge Plan Sparks Fight Over Federal Aid to States

The proposal would give every state ten dollars per child ages six to seventeen annually, a plan opposed by Taft and others who warned it would kill the bill by undermining equal educational opportunities. The Senate kept a minimum of five dollars per pupil with poorer states potentially getting up to twenty nine dollars and eighteen cents per pupil. Lodge argued the formula mismeasured state wealth and his amendment would boost 32 states yet failed to gain broader support. Taft won support from twenty Republicans and forty seven Democrats to defeat the plan, while Lodge moved to another contentious amendment barring aid to states with segregated or unequal schooling. The distribution vote followed two days of debate and many amendments.
