Japan reports narcotics use lower than the United States
A health ministry paper notes marijuana and LSD dominate drug use in Japan while heroin remains rare. In 1970, 733 people were arrested for marijuana and hashish, up 80 percent from 413 the prior year, with foreigners making up about half. LSD offenses totaled 68, mostly in 20s, including 12 teenagers, concentrated in Tokyo Osaka and near U.S. bases. Officials blame American servicemen and foreign seamen for introductions. A shift toward wild hemp growing is noted in northern Japan. The final sentence about the Bank of Philadelphia is unrelated.
