Public Law 134 addresses carrier pigeons during wartime
Public Law 134 of the 65th Congress, effective April 19, 1918, makes it illegal to entrap capture shoot or detain United States carrier pigeons bearing U S A or U S N marks. Possession without notifying authorities is prima facie evidence of violation and violators face up to 100 dollars fine or six months imprisonment or both.
