Proposed constitutional amendment broadens Texas University Fund investments
The amendment to Article VII would remove the 50 percent cap on corporate stocks and bonds, lower stock payment qualifications, and allow investments in any US Government guaranteed securities. It cites historical limits, proposes prudent man standards, and argues for modernizing the Permanent University Fund to counter inflation and diversify income. Proponents cite higher returns from corporate shares. opponents warn against market fluctuations threatening debt service.
