In a July 16 1920 resolution the Association of Railway Executives calls on all carriers to maximize existing equipment use with targets of 30 miles per day per car and 30 tons per car, reduce bad orders to 4 percent, speed car returns, and report performance to an advisory committee while seeking public cooperation amid cotton demand and rail shortages.
