Four Birds Remain Unprotected by Law in Texas
Texas Parks and Wildlife Dept. warns that only four bird species are unprotected by state or federal law: starlings, English sparrows, crows, and ravens. State legislation has since added protection to 11 species including buzzards, roadrunners, gos hawks, Cooper's hawk, sharp skinned hawk, jays, sapsuckers, woodpeckers, shrikes, and great horned owls. All native hawks and falcons require permits to take or possess.
