A press conference at Jet Propulsion Laboratory devolved into a fiasco as reporters ignored traditions of integrity and confidence. It was the first time journalists gained access to a firsthand JPL experiment, sparking questions about handling and transparency.
Newsrooms had agreed to withhold final results of Explorer II firing until Defense Department authorization. President Eisenhower said the United States will not close the door to a summit conference and noted the Russians are agreeable in principle to top level talks in the country. He also backed Dulles who argued Soviet conditions on a foreign minister and summit meeting are too stiff for a truly fruitful conference.
Honolulu reports the heaviest rainstorm in years dumping eight to ten inches, flooding streets and washing out communications. The Weather Bureau warned conditions could worsen as flights were grounded and schools and offices closed due to flooding and evacuations.
Rep Melvin Price says the administration pigeonholed an Air Force nuclear powered plane to beat Russia. He cited Dr James Killian Jr as adviser over the decision, predicting a delay of one year or more in the program and warning of a Soviet propaganda victory if its plane flies first.
Col George Gordon Moore Jr. denied insinuations he engineered the FCC award of Miami Channel 10 to National Airways. He told House subcommittee Chairman Oren Harris he would repeat the denial under oath if needed. Subcommittee named Robert W. Lishman to replace Bernard Schwartz as chief counsel. President Eisenhower urged independence of regulatory agencies.
