School Tax Plan Dropped
In Sacramento the Assembly Ways and Means Committee eliminated the countywide school property tax from Governor Brown's education finance bill. Assemblyman Gordon IL. Winton Jr. warned of requesting a reversal. the move would cut about 34 million dollars in annual aid to some schools. The plan aimed to equalize funding by taxing wealthier districts to aid poorer ones, with 1964 additions of 27.5 million for elementary and high schools, plus prior increases. The committee also removed a revision to apportionment methods for areas impacted by federal installations, a change Winton said could cost schools 61 million. The administration’s plan closely mirrored an earlier Senate measure by Joseph Ralligan, which differed in not funding teacher salaries as the administration proposed. Critics called the countywide tax a new, onerous form of property tax, while supporters argued it simply maintained local tax limits.
