Valley communities plan July fourth celebrations with the Pasadena Rose Bowl fireworks at 8:15 p.m. and a countywide Let Freedom Ring bell program. Cities restrict fireworks to safe and sane types while several towns allow limited displays, with Monrovia hosting a bells and public talk and Arcadia banning firework use in most areas.
Thousands attended a Pasadena NAACP conference denouncing racial discrimination in city employment and in the Rose Tournament Queens selection. Delegates urged demonstrations and boycotts where bias exists, citing limited Negro hiring and housing barriers in Pasadena and nearby cities. Local leaders pressed for action, noting enforcement gaps and a demand for fair housing and integrated public services.
Kennedy and British Prime Minister Macmillan held nine minutes of talks at Chelwood Gate England focusing on a nuclear test ban with Russia. They then briefed advisers to craft meaningful, coordinated instructions for future negotiations. Kennedy arrived from Ireland and was greeted by dignitaries and crowds at Gatwick before traveling to Birch Grove for discussions ahead of a Papal visit.
Pasadena city directors approved the 1963 64 budget totaling 28 390 751 with the tax rate at 6 12 per 190 of assessed valuation. They added 51 500 to recommendations including 86 000 for a reserve fund, 15 000 for the Pasadena Symphony Association and 500 for library air conditioners. Major funds cover police 1 973 092 fire 1 712 152 and public services with fleet and equipment needs. A bond issue discussion was postponed to a later date.
Governor Romney attended a Detroit march with about 250 demonstrators protesting alleged racial discrimination. He led the parade through Grosse Pointe areas, hummed a tune, and later said he did not recognize the tune. His appearance surprised organizers and drew mixed reactions from the local community. Romney walked with his daughter Jane Robinson and played a round of golf beforehand. A single protester carried a sign denouncing “freedom from stupid demonstrations” before being identified.
Vatican City Pope Paul VI is crowned the 263rd Supreme Pontiff of the Roman Catholic Church in a three hour ceremony at St. Peter's Square attended by about 250000 people. The 65-year-old pontiff wore the white papal garb and a jeweled tiara as bells and trumpets sounded. He spoke in Latin and several other languages reaffirming duties of the papacy, while cardinals and crowds observed the centuries-old rite.
The Pasadena Independent Star News earned two California Newspaper Advertising Executives Association honors at the 1963 San Diego convention. Over 500 daily papers entered, with Pasadena placing second in locally prepared retail color and third for best special edition among metropolitan papers.
