One of the country's worst winter onslaughts freezes the Midwest with record cold and heavy snow. The U.S. Weather Bureau forecasts more severe conditions as European leaders react to the crisis and Adenauer proposes new measures for the executive commission.
Thick fog grounded air traffic at Los Angeles International and delayed ships in harbor as California highways reported heavy slowdowns along the Santa Ana and Long Beach freeways. Temperatures dipped with a warmer Pasadena night but widespread fog promised to linger with easing rain in a much unsettled Southland outlook.
State Department officials indicated Turkey would see Jupiter missiles removed and replaced by Polaris missiles aboard submarines. A dismantling program was said to begin at once as NATO modernization proceeds with Turkey, Italy, and other allies. Khrushchev had suggested a reciprocal removal with Cuba during the October crisis.
Polynesian dancers and musicians will entertain Independent Star-News World Travel Club next Monday at Pasadena Civic Auditorium. The free show requires tickets through travel agents. Also featured is the world premiere of Vacation in Paradise, a Tahiti journey film. Prizes from the Islands will be awarded. Travel authority Mike Alford will describe the event.
In Rome Vittorio Selsto calls himself The Wizard of Tobruk and asks Premier Khrushchev for permission to convene a 10,000 wizard convention in Moscow to promote peace using “magic.” Khrushchev has not replied. Travel clubs advertise a 1963 Hawaii and Tahiti tour via Pasadena and Altadena agents.

The union plans to seek a federal investigation in Washington as contract talks with Lockheed and AFIO advance in a tense labor dispute. SAN CLEMENTE. A Jamest As Rowsley, 27, of Modesto, convicted of slaying store owner during a Fresno area holdup, was executed in San Quentin’s gas chamber yesterday. Gov Brown’s emergency clemency request was rejected. Lt. Gov. Anderson acted in his stead. Bentley, a farm laborer, died at 10:12 a.m. after the chamber drops at 10:04. His accomplice Fred Walton received a life term.
The report notes a string of robberies across Georgia, including a Northeast Bank of Georgia hold up where about 38,000 was stolen and a separate 1,913 cash theft at a Mutual Federal Savings and Loan in southwest Atlanta. Nine arrests have been made across nine robberies, totaling about 329,527 in losses.
Washington reports outline Kennedy's first year tax program with a plan to cut individual taxes while raising corporate taxes. The package aims to reduce overall revenue by about 13.5 billion dollars for corporations and individuals, offset by roughly 3.5 billion in revenue-raising revisions. The message to Congress, expected soon, signals broad tax changes for 1963.
The Kennedy proposal would slash corporate tax rate from 52 to 46 percent and broaden deductions while cutting individual rates in two stages. Corporations would gain but some firms would not receive the full benefits, with savings projected to rise consumer prices. Individual rate cuts would start mid 1963 and again mid 1964, lowering top brackets from 63 to 14 percent and adjusting several allowances.
A New York ship union approved a master contract backing a wage settlement tied to Gulf Coast shipping. Kennedy White House officials welcomed the approval as a step toward ending the strike, while some firms in other regions remained cautious about extending the pattern beyond the Northeast ports. Wayne Morse, who helped mediate, said arbitration would have cost employers more than the proposed settlement.
