Burnet County Bulletin (Newspaper) - May 19, 1977, Burnet, Texas by Richard Mer Burnet owners of ranch land within the Burnet consolidated Independent school District s tax boundaries monday night gained a temporary reprieve from the school tax assessor collector when the school Board voted unanimously to table the matter until next year. Landowners had voiced objection to Burnet Cist tax assessor collector . Grissom s proposal to re evaluate All ranch land in the Burnet Cist. Grissom had proposed a new tax schedule which would raise the graduation valuation of class one land from $58.46 per acre to $175 per acre class land from $53.85 per acre to $150 per acre and class three land listed under the old schedule at $50 per acre to $125 per acre. More than land owners appeared at the april regular school Board meeting to protest Grissom s plan. Monday night s confrontation Between the land owners and the school Board kicked off with Burnet school superintendent Robert Wilkin asking to be Quot allowed to Correct a statement Quot made by Richard Yahr an attorney with the Texas Letisia Tive Council and speaker at a May 3 meeting of landowners and school Board members. Wilkin said he was Quot afraid a statement by Yahr had left a wrong impression with those present at the May 3 Quot from that meeting i gathered that some people thought the school Board had the Legal right to affix the value of land Quot Wilkin said. Quot but that is certainly not True Quot he added. Wilkin read a letter he had requested from Mccreary and Huey a Law firm in Austin pertaining to the Power of boards of trustees to fix property values for taxation. Quot the school Board does not have such Wilkin stated from the letter. Quot the assessment and fixing of values on property for the purpose of taxation lies exclusively within the tax assessor collector and the Board of equalization. The Board of equalization is a quasi judicial body whose final decision cannot be changed by a subsequent equalization the tax assessor and collector the Board of a trustees or even a District court. High school principal Cliff Vandeventer will present other awards at this time. Certification of graduates presentations will be made by principal Vandeventer. Superintendent of schools Robert Wilkin will give the presentation of the senior class. The awarding of diplomas will be presided Over by Gene Taylor president of the Board of education. Special music Quot Nadia s theme Quot will be performed by Sheila Ulrich a member of the senior class and also an Honor student. The Benediction will also be Given by Sheila Ulrich. Baccalaureate honors seniors Burnet a baccalaureate services for the graduating class of Burnet High school will be held May 29 at 8 . At Burnet High school s Bryce Taylor auditorium. The processional will be led by Jane Hays followed with the invocation by father Leon Boarman of the Mother of sorrows Catholic Church in Burnet. A scripture Reading will be Given by Jay Fry a senior Honor student. After the scripture Reading the choir will perform Quot unto thee 0 the Sermon will be delivered by reverend James Morrow of the first Baptist Church of Burnet. Martha j. Shelby minister of the first United methodist Church in Bertram will give the Benediction. After the Benediction the choir will sing Quot the lord bless you and keep the recessional will follow. Eslla3 Cuba a thursday edition vol. 104 no. 37 44pages5 sections May 19,1977 Burnet band concert set Burnet a the Burnet High school bulldog band performs its Spring concert at the Bryce Taylor auditorium at the Burnet High school. The Coneen is scheduled to begin at 7 30 . Band director Lewis Phelps said the band will be performing most of the music they recently featured on their tour. The saxophone Section will also be featured he said. In addition to their regular music Phelps said the band will also be performing some popular music. The bulldog band has had an exceptional year As they recently won top honors in the contraband Days festival in Lake Charles Louisiana. At the contraband Days festival the bulldog band won the outstanding aaa band after competing against schools from Texas Louisiana Alabama Georgia and Tennessee. Sixty one bands were competing in the festival. Following the concert tonight band director Phelps said there will be a reception for the band and guests. The reception will be held at the High school cafeteria. Soo Aiso Poos by Burnet mayor Howard Benton Lara director Jake Strahan and Burnet City councilman James Fry Tennis fans awarded school Money Burnet the Burnet Tennis association gained approval from the Burnet Cist tuesday night to enter into an agreement with the Board for the installation of lighting the four Tennis courts at the Burnet High school. The Board agreed to finance $3,000 of the estimated $7,000 total costs for lighting the courts. The Tennis association had proposed to the Board their desire to finance one half or More of the Cost of lighting toe four High school courts. Roy Oakley president and. Spokesman for the Tennis group told the Board that his group Quot had a firm commitment from the City of Burnet that the City would Supply the electricity free for a five year period of time. Oakley said that tournaments raise Money and that the Tennis group could continue to support the school s Tennis program but that his group Quot needed help High school principal Cliff Vandeventer stated that Quot the lights would help the kids practice which is very import Board member Clyde Keele told the Tennis group that Quot he had come prepared to vote against them but after having heard their Story had changed his Ley Scruggs told the group that Quot he would like to see the Money put on the elementary school Quot and was the Only member to cast an opposing vote the Board voted to provide a total sum of $3000 towards the lighting of the four Tennis courts. Continuing contracts denied Burnet a the Burnet consolidated Independent school District s Board of trustees tuesday night denied the Burnet classroom teachers association s request for continuing contracts. At the regular Board meeting Pec Board nominees presented Johnson City the Board appointed nominating committee of the Pedernales electric cooperative Board of directors monday selected those candidates whose terms will appear on the june 20 ballot at the annual meeting of the Pec general membership. Both directors whose terms expire in june will appear on the ballot. Appearing on the june 20 ballot for advisory director positions will be Harold j. Kongabel Lago Vista in District and c f. Williams Leander in District three. Directors Melvin Wint ters and will Crow will be up for re election on the ballot. Winters 67, is conclude my his first three year term on the Board. He is a Johnson City Highway contractor and had previously served on the Lara Board. Crow 73, has served on the Pec Board for 30 years. Tuesday night Andy Williams president of the Burnet class room teachers entered his group s plea by stating to the Board Quot we see no need for annual re election of our teachers. The question is Why the need for being terminated and re hired each Williams told the Board his group Quot was mainly interested in their jobs depended on performance and not Board member . Price made a motion to Quot stick with the present Clyde Keele stating that Quot he t Caa Nae a void a value set by the Board of equalization and require a reassessment and reevaluation Quot the letter stated. The letter included an excerpt from a Case involving such a matter. The letter cited the 1937 Case of Republic insurance company is Highland Park Independent school District. Wilkin closed his comments to the Board and guests by stating that Quot there is really nothing changed in respect to the legislature. It is substantially the same As when we last he said Quot sources had informed him that the governor had threatened to veto he 750 should the Senate change he 750.&Quot Quot we do know that the state will not be paying us any additional Money for next year Quot he said. Before opening the matter to discussion. Board president Gene Taylor told the group of land owners that Quot he wanted them to know that the Board has not asked for any tax change but that Grissom had asked for the land Jim Luther As he had expressed in previous meetings Between the school Board and land owners told the Board that Quot he and fellow land owners understood the problems the school District faces and that the group wanted Good schools Quot Quot we do understand that the Board of equalization and the tax assessor collector make the decisions As to land valuation. We were not being represented by Yahr Quot Luther said. Luther told the Board that Quot the Board can hold the Kne and do what they can for All tax will fight to help figure out what to do Quot he stated. Luther said to the group Quot our students do better on the average than other students from other areas and we want to keep it this Jerome Felps a former Board of equalization member stated to the Board Quot the legislature has pieces of legislation to come out which Calls for a constitutional amendment to change the tax the agricultural production value of on what a school Board thinks land should be valued at Quot Quot i know the Board of equalization is supposed to set rates but we know the school Board really has a hand in policy setting Quot he said. Felps told the group that Quot if something does t change someone is going to be paying $10 for Steak Quot and reminded the Board that Quot no action has to be taken you re not forced to take any Gene Taylor called on fellow Board members for input into the discussion. Clyde Keele Long time Board Contd onpage4 Burnet county a trash problem continues Marble Falls Burnet county recently has been wondering what to do with its disposing of solid wastes As landfills Are beginning to become full. The controversial problem once again surfaces due to Llano county commissioners recently deciding to forbid commercial haulers use of their county Landfill at Kingsland for disposing of solid uhf Lelm Marble Falls could be somewhere Down the line affected by the decision As c e. Whitehead operator of sans service has a contract with the City of Marble Falls for hauling All of the City s wastes. Whitehead has been refused use of Llano s Landfill at Kingsland. Marble Falls City manager Dick Zimmerman said Whitehead has a sanitary Landfill of his own near Kingsland. Whitehead also has a Large incinerator but does not have enough Volumn of business to justify its use Zimmerman said. Zimmerman said Marble fall s garbage service will not be affected by the Llano commissioners ruling but did say that Quot Marble Falls is kind of caught on the Low Quot we do not have any present alternative other than Whitehead s service Quot he added Burnet county commissioners and the City managers of both Burnet and Marble Falls discussed the situation May 9 at the commissioners re go a meeting but could not arrive at any solution to the garbage problem Howard counts a Marble Falls realtor and Zimmerman proposed at that time the county Purchase a 137 acre site near Marble Falls for use As a county Landfill. But the Marble Falls men met opposition from Burnet City manager Jack Tippit who questioned the feasibility of the site for use by Burnet. Tippit cited the distance from Burnet As his main opposition. Solution of the county s solid wastes appears to be stalemated at present but will certainly begin to receive More and More attention As landfills begin to overflow and problems related to private haulers continue to mount.
