Quot the general Tenor of the hearings was that the rate increase requested by Continental is excessive Quot said attorney Chris Heinrichs who handled the Case for the City of Burnet with Alvin nored. Quot they Are probably not going to get anywhere near the amount they requested and we Are hoping Puc will chop Continental s rate increase the Way they did in the Bell Case Quot Heinrich said. Uon Butler attorney for the Texas municipal league said that the Puc staff recommended to the commissioners that Continental be Given Only a $1.3 million increase instead of the $5.1 million they requested. He added that Tel asked that Continental not be Given any increase. Primarily the two things working against Continental s Case Are the poor Quality service to customers and the fact that their rate of return would be excessive Quot Butler said. Continental s request would mean a 9.1 to 9 9 percent rate of return on fair value and the Puc staff recommended an 8.05 percent rate of return while economist Jack Hopper testifying for Tel recommended a 7.9 percent fair ramp a of return. Now that hearings have ended the record will be left open for ten Days so that parties involved in the Case can file briefs a Puc spokesman explained. The next step in the proceedings will be for Puc chairman Garrett Morris to draft a proposed final order which will be discussed by All three commissioners in a posted open meeting. At that meeting which will be scheduled for some time after Jan. 10, the commissioners will vote on any changes and finalize the order. Burnet s role in the hearings was finished dec. 20 with the presentation of a statement by City Manger Jack Tippit which said Quot although Continental Tele phone company requested an obtained a 15.5 percent Overall rate increase from the Burnet City Council less than a year ago nov. 11, 1975because of the extra expense anticipated from the operation of the Burnet Exchange they Are now requesting additional increases in excess of 50 percent allegedly for the same Tippit provided testimony i showing Bassine october 19?1 business one party lines have increased 130.2 percent two party lines have increased 140 percent and four party 193.7 percent while residential phones have increased 97.8 percent for one party.
