Shelbie Dea Garcia, 31, Marshalltown, pleaded guilty to burglary in the third degree in a Winnebago County case from December 15, 2015. She faces sentencing June 1. Winnebago Cooperative Telecom Association sent more than 8000 dividend checks totaling just over 500000 on May 11.
