Randall Alan Finer, 53, Lake Mills was arrested February 17 on ongoing criminal conduct a class B felony involving soliciting over 800000 from residents 2011 to 2015 via promissory notes and Ponzi payments. The Iowa Division of Criminal Investigation led the probe.
