Benefits of coop farming in the 1938 AAA program

Farmers who cooperate in the 1938 AAA program receive definite payments for property adjustment, payments for soil fertility improvements, and the privilege of taking out a federal corn loan. County allotments are set by national production goals, carryover, noncommercial area subtraction, and state county apportionment based on past corn plantings with weather and participation adjustments. Acreage is apportioned to farms using tillable acres, rotation practices, soil type, and topography, with soil management reports guiding adjustments to reflect best practices and past planting, balancing prior years with soil guidance. Overcropping yields larger reductions to prevent surpluses and support prices, while those less culpable share some burden to stabilize markets.
