Washington Feb. 17 The agreement fixing interest rates and term for funding the four billion dollar loan to Britain was approved by the Senate Friday night. The vote was decisive with seventy Republicans and Democrats for and thirteen against. Fourteen Republicans and nine Democrats opposed. Two House amendments were accepted by Senator Smoot. One requires congressional approval for future foreign debt deals and the other increases the commission to eight members with three from the minority.
