Reports from southern paints east of the Mississippi note a remarkable influx of northwest immigration to the south since the holidays. Many minor industries are relocating southward, with professionals from the northwest seeking new posts. Over 500 southern land agents have gone north since January to promote southern locales to homeseekers. A large share of settlers are Grand Army men, signaling higher pension payments next year in the south. David Hammel of New Jersey returned to his family after thirty years, having vowed to support a Republican governor and leave his wife until a Republican was elected, an event now realized with Gov Griggs’s inauguration. HH Groves, a wealthy Cherokee county farmer with 140 acres by the Little Sioux river, plans to fence land four miles south of Cherokee and stock it with swamp deer from Minnesota. He hopes the venture will become profitable as wild venison and hides gain demand, recalling pioneer days of deer hunting on the site.
Temple of Clarke introduces an amendment to shift from population based representation to county based. The plan would grant each county one representative, with Polk, Lee, Linn, Clinton, Pottawattamie, Woodbury, Scott, Des Moines, and Dubuque receiving two. Seventy five counties would have one representative.
In February report the 200000 acres in OBrien county forfeited railway land grant are settled and valued at five thousand dollars per quarter section. Twelve thousand acres go to settlers holding Sioux City and St Paul Railway titles with land office price of forty two and a half dollars per acre. The remaining six thousand acres may be allotted as homesteads to longterm squatters or sold at two dollars and fifty cents per acre under thencurrent preemption law.
Newton reports a double murder suicide case as Charles Phares shot and killed his mother-in-law Mrs. R. T. Smith and then killed his father-in-law R. T. Smith before taking his own life. Phares had moved from Atlantic two weeks earlier. he was a barber idle since arrival. Mrs. Phares cites possible insanity. neighbors called him unbalanced. The wounded R. T. Smith survives.
Lunney February 14. Al Bull and a man named Morello are arrested for Maud Strawn's murder. They were seen at the Winters home the day she died. Police believe Bull gained her confidence and the pair attempted her ruin by administering a drug.
In Ottumwa on February 14 F Kirby a farmer at Mount Sterling killed M Smith a nurseryman after a quarrel over money. The shooting ends a dispute cited as the motive and details show one man slain in a heated exchange.
The State Bank of Earlville was entered at 4 o'clock in the morning. Dynamite blew the safe, yielding about 50 dollars. Alarm from the blast sent the burglars fleeing, leaving roughly 10,000 dollars in the damaged vault. The incident occurred February 11.
Ottumwa February 11 Judge Eichelberger rules that under the multi law liquor pills cannot be collected by process of law.
In Centerville a young man Jose Jones shot Lea Martin and her mother Mrs Martin, then killed himself. Lea and her mother survived but are in critical condition. Jones had been involved with Lea amid recent strife. In Creston, Miss McGuire nearly died after swallowing acid mistaken for gargling glycerine. doctors saved her, she denies intent.
Henry Rohr and Constable Claussen returned from the Wiese farm near Carroll where the jailed man in the Levich murder case lives. They recovered 16.60 dollars in a hay stack with a Russian coin. Wiese's mother thinks his son is guilty and urged a confession by letter.
Warrroo February 15 Fidel the great racing stallion owned at Cedar alls died from gastritis after weeks of suffering. Rivenberg & Son, owners, had offered $14,000 for him last summer. Fidel set a 2:04 record in 1895 after starting racing in 1892 with a 2:36 34 mark.
February 15 report shows Levens and Dillon wholesale liquor merchants assigned with liabilities of 895000 and assets equal. The Interstate Packing Company also assigned with liabilities of 910000. assets not stated.
In Ottumwa Judge Eichelberger sustained defense objections denying physicians testimony about abortion by Dr Wilkinson, removing the state's key evidence and prompting a directed not guilty verdict.
The World prints General Campos's view that recognizing Cuban belligerency harms international morality. The Havana report notes General Weyler arriving in Havana with aides to a warm reception. BancknoxrA cites 5800 reinforcements sailing to Cuba.

Eustis is to aid his return if desired.
Coroner Shoefer travels to Gallipolis to exhume Prof. Van Syckle amid allegations of poisoning by Mrs. Powell. Accused of seeking $6,000 in bonds while boarding with him, Powell is linked to deaths of T. Maroney’s two children and a recovered wife, and to past charges of poisoning two sisters. Powell, once Frances Brown, married Clement Powell after teaching in Franklin county. She disappeared during the probe, with coroner continuing the investigation.
In London on February 14, John Dillon condemned the queen’s address references to Ireland as beggarly and urged self government for Ireland. He announced an amendment criticizing the government and warned against war with the United States. John Redmond challenged Salisbury’s claim that home rule was dead and pressed questions about liberal nationalist alliances.
Irkutsk dispatch reports Siberian trader Kouch lareff acting for Dr. Nansen informs the prefect of Kolymsk that Nansen has reached the north pole and found land on the voyage, and is now returning toward base.
