Henry M. Pindell of Peoria Ill nominated and confirmed as ambassador to Russia declined the post in a White House letter. He said the controversy could be misunderstood abroad, though the Senate had investigated and unanimously approved the appointment. The President accepted the declination.
Houston Texas January 28 Col Thomas H Ball declined to say what he would do if prohibition candidates withdrew in his favor He avoided speculation stating he does not intend to be a candidate for Governor and hopes he will not be asked to rule on such a proposition He said no such proposal has reached him and he cannot predict future events.
Austin Texas February 3 The antis in Texas plan to curb candidate numbers and back a single Democrat for Governor. The move could spread to other state offices with a Fort Worth prohibition convention set for February 21. Charles B White urged the proposal to Judge A W Walker. Tom McClure has not yet committed. Lieutenant governor candidates have not signaled plans to file before the convention.
Ten thousand rebels mobilized near Jiminez and along the southern railroad anticipate General Villa's arrival to launch the Torreon battle. Officials say total strength could reach 16,000 before the attack. Villa has been in Juarez for treatment of injuries but is expected to rejoin soon.

The commission announced a supplementary hearing on determining reasonable charges for these services, which cost the railways about 15 million dollars annually and are said to discriminate against smaller plants.

Eighteen hundred Federals from Monterey attacked the rebel garrison at Ramones in the Monterey area. The rebels retreated first but received reinforcements and then defeated the Federal force in battle.
General Villa issued a warning that he would execute all Spaniards bearing arms against the rebels in the Torreon campaign and banish all others. The message was delivered from Juarez, Mexico, on February 3.
Chester Terrell denied reports he would withdraw from the governor race, saying political enemies had spread the rumor. The denial came from San Antonio, Texas, on February 3.

The White House says reports that Japan is arming Huerta are an old story revived. After Monday’s Senate committee meeting, some Senators argued Huerta could receive arms from abroad and used this to press for lifting the U.S. embargo.
