President Wilson stated the selection of twelve reserve cities was not his business and that he refrained from recommendations yet fully endorsed the choices. He outlined a principle for public servants stressing fairness and courage to seek justice, noting editorials and correspondence nationwide on Panama repeal.
John D. Rockefeller Jr told the House Mines Committee that his father owns 40 percent of Colorado Fuel and Iron, the leading Colorado coal strike firm. He said dividends only in 1912 and that officers are responsible. if policies are mistaken they will be removed. He has no time to review conditions in Colorado, but his conscience is clear.
Portland Maine April 6 Mrs Lillian N M Stephens president of the National Women’s Christian Temperance Union died here today after several weeks illness. She was 70.
Associated Press reports that by noon indications show precinct conventions for the anti Fort Worth convention were generally abandoned across Texas on April 4.
Election day set for twenty eight common districts and two independent districts. Three trustees chosen per district with incumbents R O Allen H P Dansby and W E Graham re elected where opposed elsewhere. Districts governed by commissioners court rather than county superintendent. Special teacher certificate exams held with seven applicants.

Juarez Mexico April 7 rebels built a guillotine at Concepcion Del Oro for General Gutierrez to use in revenge if his sister is harmed. Federals arrested Gutierrezs sister at Saltillo and sent her and her infant by train to San Luis Potosi where the baby died en route.
President Wilson and supporters press for tolls repeal with a Senate majority expected. An administration canvass suggests at least sixteen votes in favor, spanning Republicans and Democrats. Senator Owen signals possible committee opposition but may push a discharge if needed. House tally corrected to 162 against.
In Washington on April 6 Associated Press reports Rockefeller answering a question about risking his fortune and lives in the labor struggle. He said he would endure loss of wealth rather than allow the workmen of this country to be deprived of the right to work for whom they choose.
Washington reports that the Underwood-Simmons tariff six months in effect will not drastically lower customs revenues. Treasury data show March receipts around 26 million, about 1.5 million less than the Payne-Aldrich level for March 1913, with an overall six month average revenue drop near four million annually. Officials remain confident the original forecast may still be realized despite tax return uncertainties.
Colonel J Sheb Williams of Paris and Colonel Paul Waples outlined a nonconvention conference to be held in Fort Worth on April 14 gathering constructive Democrats from across Texas. They said no governor candidate is chosen yet and that April 4 primary and April 6 county convention would be superseded by the mass meeting.
Washington notes Congressmen lament the failure of their cities to secure Federal reserve banks. The Board may revise the listed reserve cities Dallas Boston New York Philadelphia Cleveland Richmond Atlanta Chicago St Louis Minneapolis Kansas City and San Francisco, though no revision is believed likely.
Fear grew that the steamer Southern Cross with 170 crew may be lost in the Cape Race blizzard Tuesday. The ship, previously named Newfoundland, had fifty eight known dead among its crew with others missing and almost seventy deaths reported.
Anthony Janus of St. Petersburg plans a ten day flight from Florida to New York to set a record for the longest over water cruise and the first American non stop water flight. He has already logged 8,000 miles in two months on his Tampa route carrying passengers.
Anti prohibition conventions slated for court house and city hall to elect delegates were canceled due to the resignation of State chairman Bryan T. Barry and Fort Worth State convention abandonment. Unclear if other precincts held meetings.
William J. Burns states he knows who killed Mary Phagan but refuses to name the suspect. He notes Leo Frank was sentenced to hang in Atlanta for the crime, but he does not confirm if Frank was the killer or if another figure is involved.

General Velasco escaped Torreon after defeat while General Hernandez pressed the pursuit with Velasco’s rear guard. Villa moved out with reinforcements to annihilate Velasco. Reports say Velasco’s force numbered about five thousand with fifteen hundred killed or wounded. Velasco left two hundred wounded in hospital. a single nurse remained. The British vice consul saw dead and declared Villa would not massacre, prompting shouts of Vive Villa. Velasco is said to have executed three Spaniards. a wife shielded her husband before being killed by the same bullet. Three hundred and fifty Spaniards sought refuge in town. two Federals arrived and three were wounded. Velasco’s wounding could not be confirmed. mutiny fears and desertions rose among Velasco’s men during house to house fighting.
The Federal government denies Torreon's capture and attributes the suppression of news to fear of a popular uprising. Military men say Villa may have Velasco's cannon and other Torreon stores, giving the Constitutionalists a field piece majority. About 3,500 escaped with Velasco and face a perilous trek through rebel territory.
Juarez April 4 Villa is reported to be vigorously pursuing the Federals who escaped from Torreon. He has left Torreon for San Pedro.
Lima suffers a general strike as global labor issues spread. Massachusetts upholds ten hour women’s labor law as constitutional. Union supporters in Congress push to exempt unions from Sherman Act. France reports over a million union members. Atchison Kansas offers 5 cent per kilowatt electric cooking. Michigan miners’ dispute prompts Montana miners to send 4000 to Calumet relief. San Francisco unions plan AFL 1915 convention. Germany’s bakery sells 20 000 loaves of sawdust bread daily for possible famine use. Alaska Fishermen’s Union and Alaska Packers’ Association reach wage and condition gains. Vancouver electric companies burn sawdust into electricity for sawmills. Boston Harnessmakers seek May 1 to October 1 half holiday and minimum wages 19.50 repair, 15 machine operators. 86 percent of eligible workers organized.
Secretary of State Bryan fell ill with lagrippe in Washington. He required a doctor last night and is improving but confined indoors today.
Mesars C. S. Jones J. W. Batts and Toe Sampie sworn in by Judge Scott and begin duties drawing petit and grand juries for the next term of court.
