Propositions from France and Russia for China peace terms
Washington Oct. 5 Far reaching proposals on China are being presented by France and backed by Russia to advance a final settlement. The Franco Russian plan covers punishment of the guilty, interdiction of arms, indemnity, and guarantees plus a Pekin guard and river passage. The United States contemplates limits on scope and favors temporary measures, not a permanent arm embargo or foothold in China. Negotiations will be lengthy as views are reconciled.

New York Oct 4 There are new developments in the will case of Millionaire Rice formerly of Houston Tex A D Patrick his lawyer and Jones his secretary were arrested charged with forging checks aggregating 270000 The strong box of the dead man has been opened and executors and legal representatives were present No will was found but securities worth about 1000000 remain in custody of the Safe Deposit company and will be delivered to entitled recipients.
