Mayor in Trouble. Flood Charged With Forgery in Elmira

Dr. Frank L. Flood mayor of Elmira was arrested on a first degree forgery warrant. Miss Catherine Loonie testifies she forged deeds of property belonging to Miss Margaret Kennedy. Flood is held to bail at 10000 with bondsmen Judson Clark Everett LaFrance and cousin ex Congressman Thomas S. Flood. Flood, 49, is married with two daughters.
