An official says on July 4 a test message may circle the globe in forty seconds using Postal Telegraph and associated cables. The plan follows Roosevelt Taft Manila exchanges and uses land lines to the Pacific, then Commercial Cable and Eastern Telegraph for transatlantic delivery to London.
