J D Trammel chief engineer of I N G N arrives in Bryan to locate the best route and depot grounds for the Calvert Waco and Brazos Valley railroad. The corps camps three miles below Lewis Switch and plans westward progress. The railroad company also closes for 350 box cars and three Rogers engines.

In Washington two senators clashed over constitutional reach of newly acquired territories. Teller argued the constitution does not extend to new lands, Turner contended it covers them upon possession. Both opposed insular status and new US citizenship for inhabitants.
