Shreveport reports Douglas Island submerged under fourteen feet of water after levees failed at 6 am Thursday. Property damage heavy, residents evacuated, two families rescued from remaining homes. River backflows into city, flooding lower areas and displacing over 200 Negro families. Banks cave at fifty feet daily as temporary levees rise and labor trains depart for repair.
