Postmaster General announces the act of May 19 1898 authorizing private mailing cards for letters at 1 cent within US Canada and Mexico and 2 cents elsewhere. Specifications cover size color weight and placement of stamps addresses messages and advertising with this order replacing June 17 1898 order 212.
