The new Russian ambassador arrived in New York on Tuesday, signaling a diplomatic opening. Officials welcomed the envoy as talks with the United States are expected to begin on bilateral issues and regional security.
Baron Rosen the new Russian ambassador to the United States arrived in Hoboken and asked that he deny giving any political interviews. He cited a French agency quoting him on Russia paying the expenses of the war and urged a denial of such statements. Rosen previously served as charge d'affaires in Washington and held posts in Tokyo. He traveled on to Boston.
Telegram from Admiral Kruger says crew of the Prout mutinied at Burro Bay, arresting the captain and officers. A second lieutenant and boatswain were killed. Prout reached Sevastopol where the crew is repentant, officers released, inquiry begun and anchor ordered at Kameshevar Bay.
Odessa reports gradual improvement with debris removal at the burned arena and dock work resuming. Scrapers return to work as troops move to summer quarters near the city and the Odessa chamber of commerce seeks a fourteen day extension on notes due. In St Petersburg General Linlevitch telegraphs a Japanese infantry battalion was annihilated near Liao Chouhen.

An automobile carrying Dr. C. H. Harris of Riverside and Miss Willie Parham sixteen of Fort Worth was struck by a Katy flyer at the Second street crossing. Miss Parham was thrown twenty four feet, injuring her collar bone and causing severe bruising. She is expected to recover.
General Luther R. Hare has been granted relief from his duties at the adjutant general's department, effective June 30, and will depart for Rockport to contemplate his future plans. An amendment to the state notice docket seeks approval for a railway line from Mexia through Leon, Madison, Grimes and Brazos counties to near Navasota, raising constitutional competition questions.
The County Clerks Association of Texas held its thirteenth annual meeting in San Antonio with about forty members attending. Hon. W. M. Davis gave the welcome address and G. P. Page delivered the response. A trolley ride and Mexican supper followed the sessions.
In an Independence Day address at Montclair New Jersey Booker T Washington argued Negro progress since slavery and the role of freedom in advancement. He warned against racial hatred, urged fair treatment of Chinese immigrants and stressed white responsibility to uplift rather than oppress.
New York traders saw cotton prices hit new highs as July contracts rose after initial gains and renewed bullish support. Openings climbed 13 to 28 points before retreat and rebound, with October around 10.58 and January near 10.70, then up again after the weekly bureau report, and futures closing near 10.8 for October and 10.95 for January. New Orleans also reported a wide 40 point range and active market movement on Wednesday with futures opening higher than Saturday's close.
