Debates Over Philippine Policy Climax in House
The House devoted Thursday to the general deficiency bill with a Philippine policy defense by Mr. Watson of Indiana. He contrasted American efforts in the islands with Spanish rule, denounced attacks on McKinley, and fought a series of amendments. The amendment to fund Manila post was upheld 127 to 110 after clashes, and a later motion to relinquish Philippine sovereignty was adopted 127 to 100. The day closed with adjournment at 5:40 p.m. with Senate discussion on tariffs not resumed.
