Admiral Higginson and naval action in Venezuela
The report discusses Admiral Higginson's possible role in joint operations for landing naval forces if revolutionaries prevail against Castro. It doubts large fleet reinforcement by Germany and the US in Venezuelan waters, citing a likely US-German understanding with the State Department. It also notes cotton goods makers’ fears over renewed agitation to exclude Chinese trade despite a 1904 expiry.
