Victoria B C February 6 news arrives from Kobe harbor about a January 19 disaster. A launch carrying eighty five workmen capsized in a northwest squall near the Gankai Maru, with forty to fifty drowned and a fire killing sixty four miners at Arushin colliery. A combat off the Japanese coast caused heavy fishing smacks losses.
Washington February 5 Admiral Taylor head of the navigation bureau recommends against accepting Captain Hobson's resignation urging time to reassess duties at his station to keep a record-bright officer in service Secretary Moody agrees and sends the advice to Hobson for consideration Hobson cites eye troubles and asks that if war or emergency arises he be restored to active duty by presidential request to Congress.
The construction corps led by Mr Hobson receives an endorsement stating the attitude is favorable. The bureau recommends acceptance to take effect February 8, 1903, signed P L Bowles.
Senator Hanna introduces a bill to grant pensions and bounties to ex slaves freed by Lincoln. The plan pays ages over fifty up to eight dollars monthly and a one hundred dollar bounty, rising with age to fifteen dollars and five hundred dollars for those over seventy, with eligibility for relatives caring for ex slaves. Also notes congressman Robert W. Davis wed Miss Helena L. Keating in Washington.
President Ripley of the Santa Fe denied reports of a traffic alliance with Rock Island and pledged to continue to the Pacific coast. He also said Santa Fe conductors and trainmen may gain a fair wage increase, but a twenty percent raise is too large to accept, with no strike expected if demands stay modest.
In Pittsburg on February 5 the Allegheny River stood two feet above danger but rising waters at upstream points were checked by a cold snap. The river peaked at twenty four feet with lowlands two to seven feet under water. River avenue School, Killk and Robinson streets flooded. Pittsburg and Western tracks submerged. Some riverfront plants suspended operations due to water intrusion but no serious damage reported.
The Chronicle reports Brown Bros. of New York closed an account with the local and eastern underwriting syndicate that organized last year to finance and consolidate San Francisco street railway properties. Bonds and cash balances were settled in New York, with local subscribers to receive securities later as the $27,000,000 deal for most San Francisco street railways moves to final accounting.
Dispatches from London and Berlin report the diplomatic mood on the Venezuelan dispute has considerably cleared after a Saturday meeting between Ambassador Herbert and Minister Bowen. Sir Michael Herbert reportedly spoke plainly about negotiations, and the exchange was described as somewhat heated.
Several thousand unemployed people march through Valladolid on February 5 demanding work or bread. They loot bread wagons and are met by gendarmes with gunfire. injuries and numerous arrests are reported.
