The Esch Townsend railroad rate bill is reintroduced with expanded interstate commerce commission powers. It broadens authority to all carriers in interstate and foreign trade, includes refrigeration and terminal charges, and raises ICC membership to seven with seven year terms and $10,000 salaries.
In Washington on December 6 the House granted unanimous consent to a 16.5 million dollar Panama canal appropriation while calls for itemized expenditures arose. Senate moves include a resolution for annexing San Domingo and Haiti and nominations for federal posts. Beveridge predicts passage of the statehood bill this session, likely admitting Oklahoma and Indian Territory as a state and New Mexico and Arizona as states, with the measure in the form last session.
Justice due delivers ruling upholding Secretary Hitchcock's denial of Willis C. West's land allotment claim through alleged adoption by marriage to an Indian woman. West sought mandamus to force recognition. courts found adoption approval lacked interior department consent. Also from Birmingham: fourteen stag cars plunged through a forty foot trestle near Pratt City on Frisco road, killing Walter and Arthur Howard.
Washington reports the Department of Justice released a statement explaining that Mansfield, McMurray & Cornish Governor Johnston and ex Governor Ainsley faced an indictment for conspiracy to embezzle Chickasaw funds. After sequential reviews by the assistant attorney general, the attorney general, and district attorney Johnson, all found the evidence inconclusive, leading to dismissal of the indictment.
Washington reports introduced bills by Rep Slayden and Rep Sheppard of Texas. Slayden seeks to apply state laws to goods made by convict labor imported into the state. Sheppard calls for a full secretarial report on seed results and allocates 50 900 dollars to continue investigations of cotton boll worm wilt and root rot.
