Texas stock and bond law praised by Judge Cowan
Judge S. H. Cowan of Fort Worth testified to President Roosevelt about the Texas stock and bond law of 1893. The valuation of railroad properties in 1895 reportedly exceeded construction cost by 15 to 20 percent and few railroads contested the valuation. The law aimed to limit how far roads could issue stocks and bonds, not to set rate bases. President Roosevelt plans to address railroad issues in upcoming speeches.
